The city anticipated allocating $2.5 million dollars for the asphalt mill and overlay contract annually. The evaluation and award process is based on several factors including cost, experience, reliability, expertise of personnel, and method of performance. The project mainly consisted of 1.5” milling, full width, or edge milling, followed by a 1.5” BP1 asphalt overlay. All materials and placement efforts were in accordance with MoDOT standard specifications.

Capital was responsible for all traffic control associated with the project and temporary striping. This project took place throughout several highly visited areas in the City, including Broadway, Hitt Street, and Conley Road Corridor.
